Located in the heart of the Alps, you'll enjoy the many hairpins road of the western part of the country. East has more flat relief, but is full of architectural and cultural places of interest (Vienna, Linz). Because of that duality, Austria is really worht visiting it on your bike.
Roads interest
It's an Alpine country, so, don't worry about roads : passes, curves, hairpins...all a rider wishes.
Road surface quality
Just like in all germanic countries, road quality is perfect.
Landscapes
The Alps...whatever is the country, it's like a dream. Just riding in Grosslockner - Hochalpenstrasse natural park is worth the travel.
General atmosphere / safety
The same as in Swiss, no problems about it.
Car drivers behaviour
I had a bad experience with a kind of 'suicide' overtaking of another driver. They are maybe a bit more speed than in countries around, but they drive a very correct way.
Speed controls
Excepted around big cities, I did not notice some . Ride carefully and there won't be any problem.
